Secretary of State for the Colonies

Canton situation. Repeated to Canton and to Peking No. 22. The Executive Council unanimously concur in the following message:

The boycott situation is summarised below: (a) Pickets are functioning at Lowu and remain at Sham Shun.

(b) Pickete returned on the 5th October to Lok Machau (frontier of Sham Shun and Deep Bay) and we are occupied in searching people there. They were not however seen on the following day.

(c) Pickets appeared at Macao frontier on the 6th October although they had been reported withdrawn.

(d) Plain clothes pickets are stated to be watching entrances of Shameen.

(e) As regards Swatow pickets were stated by His Majesty's Ship "Foxglove" on the 1st of October to be still operating on the shore and along the waterfront, thus maintaining the boycott.

Since the end of September there has been a slight increase in the daily passenger traffic with Canton by railway. Trains do not however cross the frontier. A slight general improvement is also shown in passenger and cargo traffic by steamboats. Chinese merchants are still reluctant to ship cargo
